Candidates for overlay are pavements with surface distress โ€” oxidation, minor cracking, rough texture โ€” but without significant base failure. Test by probing cracks and core sampling to assess base integrity.

Pavements with alligator cracking (interconnected crack patterns covering a significant area) typically have failed base courses. Overlaying these surfaces produces a temporary fix that fails again quickly as base movement telegraphs through the new layer.
