The choice between overlaying a deteriorated parking lot and removing and replacing it depends on the condition of the base — making the wrong choice wastes money.
Asphalt overlay (resurfacing) applies a new layer of hot-mix asphalt over the existing surface, typically 40 to 65 mm thick. It's appropriate when the existing asphalt surface is deteriorating but the underlying granular base and subgrade are sound. A well-executed overlay extends pavement life by 10 to 15 years.

Base failure indicators that make overlay inappropriate: large section cracking in interconnected block patterns (alligator or map cracking), significant pavement heaving or settling due to subgrade movement, widespread drainage failure with ponding sections, or pothole formation that exposes base aggregate. These conditions indicate that the problem is in the foundation, not the surface.
Core sampling provides objective data for the overlay-vs-replace decision. A pavement core sample — a cylinder of material extracted through the full depth of the asphalt and base — shows the actual thickness, condition, and composition of the existing structure. This data replaces guesswork with engineering.
